Location: 2nd Building, 105 Teryan Street, Yerevan

Required Level of Education: Higher

Required Languages: Armenian and Russian language proficiency, Intermediate level of English language proficiency

Job Responsibilities and Job Description:

● Preparation of procurement plans;

● Organization and implementation of the procurement process /tenders/ of goods, works, services in accordance with the RA Legislation, through “am”, “E-Auction”, “armeps.am/ppsm” contracts management and procurement accountability programs,

● Preparation and submission of procurement protocols, stipulated in contracts, to the approval of the client’s supervisor in a manner not inconsistent with the RA Legislation;

● Assessment of compliance of the procurement application with the requirements, stipulated in the RA Law “On Procurement”;

● Preparation and submission of application assessment sheets to the members of the Evaluation Committee, as well as preparation and publication of protocols of the Evaluation Committee opening sessions on the website of the authorized body through relevant programs;

● Compliance of the procurement procedure and related documents with the terms stipulated in the RA Law “On Procurement”;

● Organization of activities aimed at procuring goods, works and services;

● Preparation of tender invitations and draft contracts for goods, works and services to be procured, publication of announcements on signing contracts and on the concluded procurement contracts /reports/;

● Exercise of powers of the Secretary of the Evaluation Committee;

● Identification, analyses and assessment of issues of professional significance as assigned by the supervisor, as well as submission of suggestions on the creative and alternative solutions to the supervisor;

● Compilation of the draft documents necessary for carrying out the procurement process from one person and implementation of relevant activities, in accordance with the requirements of the client’s supervisor;

● Purchase of airline tickets through the “EKENG” electronic system.

Required Skills:

● Certified specialist by the procurement coordinator of the RA Ministry of Finance;

● At least 2 years of work experience in the relevant field;

● Analytical thinking, quick understanding and orientation skills;

● Strong sense of responsibility;

● Ability to work under pressure and tight deadlines, teamwork skills;

● Organizational and analytical skills, as well as the ability to think logically and orientate in different situations;

● Knowledge of the RA Law “On Procurement”, other adjacent Laws and legal acts;

● Ability to work with computer, other technological devices, knowledge of MS Office software;

● Excellent knowledge and application experience of “Armeps”, “ppcm”, “E-Auction” programs of the RA Ministry of Finance;
